Shanghai’s new round of real estate regulation and control policy was introduced to define the second suite "recognizing the house and recognizing the loan"

CCTV News:Today (November 28th), a new round of real estate control policy was introduced in Shanghai. For households who already own a house in Shanghai or have no housing in Shanghai but have housing loan records (including commercial or provident fund housing loan records), the down payment ratio is not less than 50%.

The Shanghai Municipal Commission of Housing and Urban-Rural Development, the Shanghai Branch of the People’s Bank of China and the Shanghai Banking Regulatory Bureau jointly issued the Notice on Promoting the Stable, Healthy and Orderly Development of the Real Estate Market in this Municipality and Further Improving the Differentiated Housing Credit Policy. The Notice stipulates that,As agreed by the self-discipline mechanism of Shanghai market interest rate pricing, the following requirements are made for differentiated housing credit policies:

Since November 29, 2016, if a household purchases the first set of housing (that is, if there is no housing in this city under the name of the household and there is no commercial housing loan record or provident fund housing loan record) and applies for a commercial personal housing loan, the down payment ratio shall not be less than 35%.

In this city has a set of housing, or in this city has no housing but housing loan records (including commercial or provident fund housing loan records) of households to apply for commercial personal housing loans, the purchase of ordinary self-housing, the down payment ratio is not less than 50%; For those who purchase non-ordinary self-occupied houses, the down payment ratio shall not be less than 70%.

The "Notice" requires that all housing management departments should strengthen the review of housing transactions and conscientiously do a good job in housing credit housing information inquiry. Commercial banks should continue to strengthen the audit of the source of down payment funds and the authenticity of income certificates, and carefully grasp the specific implementation level according to the borrower’s family credit status and solvency. For those who have the characteristics of investment and speculative housing purchase, the down payment ratio and interest rate should be strictly determined. People’s Bank of China Shanghai Branch and Shanghai Banking Regulatory Bureau will strengthen supervision and inspection. In addition, the Shanghai Banking Regulatory Bureau, together with the land regulatory authorities, has thoroughly verified the sources of funds for some land auctions, and is taking administrative punishment measures against banking financial institutions that have verified that funds have entered the land trading market in violation of regulations. Follow-up will also actively cooperate with relevant departments to continuously carry out the verification of the source of land transaction funds.

On the same day, the Shanghai Housing Provident Fund Management Committee issued the Notice on Adjusting the Personal Loan Policy of the Housing Provident Fund in this Municipality:

First, strictly implement the differentiated credit policy of provident fund. On the premise of distinguishing between the first and second home purchases, the down payment ratio for the second improved home purchase will be raised to 50% for ordinary commercial housing and 70% for non-ordinary commercial housing, the loan interest rate for the second ordinary commercial housing will be raised by 10%, and the maximum personal loan for the second ordinary commercial housing will be lowered by 100,000 yuan, and loans will be stopped from being issued to employees’ families with two provident fund loans.

The second is to reflect the fairness, sustainability and risk control of the provident fund system. The multiple of the loan amount determined by the borrower with the balance of the provident fund deposit account decreased from 40 times to 30 times; Strictly implement the calculation ratio of the repayment ability of the Ministry of Housing and Urban-Rural Development to reduce the monthly repayment amount to no more than 40% of the salary base, and the caliber of the second set of improved housing identification standards.

In addition, the city will increase the supply of commercial housing land to ensure that the supply of commercial housing land will increase year-on-year in 2016. Further strengthen the management of pre-sale behavior of commercial housing, strengthen the supervision of real estate enterprises and employees, continue to carry out special rectification of the real estate market order, and resolutely crack down on property hoarding, speculation of housing prices, false advertisements, deception of consumer transactions and various price violations by real estate development enterprises and brokerage enterprises; We will intensify efforts to investigate and deal with acts such as compiling rumors, spreading false information and disrupting market order, and deal with them severely according to the law and regulations. Cultivate and develop the housing rental market, encourage social professional institutions to continuously expand the scale of agency leasing business, effectively implement the registration and filing system of residential housing lease contracts, standardize housing leasing behavior, stabilize housing leasing relations, and protect the legitimate rights and interests of leasing parties.

The city will continue to adhere to the housing market system of "residence-oriented, citizens-oriented and ordinary commodity housing-oriented", constantly improve the "four-in-one" housing security system, continue to strictly implement the provisions of "Shanghai Nine Articles" and "Shanghai Six Articles" in accordance with the national requirements on housing purchase restriction and loan restriction, strengthen market regulation and control responsibilities, strengthen supervision and inspection, implement the assessment system, ensure the implementation of various regulatory policies, and promote the stability of the city’s real estate market.

  Policy question and answer

  1. How do commercial banks identify the first home loan?

A: If a resident’s family has no housing in Shanghai, and the credit information system of the People’s Bank of China shows that there is no record of commercial housing loans or provident fund housing loans in all parts of the country, it will be implemented according to the first home loan policy, and the down payment ratio will not be less than 35%.

Second, how do commercial banks identify second-home loans?

Answer: If a resident’s family has no housing in Shanghai, but there are commercial housing loan records or provident fund housing loan records in all parts of the country through the credit information system of the People’s Bank of China, or if it is found in the Shanghai real estate transaction system that he already owns a house (whether he has a housing loan record or not, whether his housing loan is settled or not), the second home loan policy will be implemented, that is, if he buys an ordinary self-occupied house, the down payment ratio will be no less than 50%; For those who purchase non-ordinary self-occupied houses, the down payment ratio shall not be less than 70%.

  3. When will this policy adjustment be implemented?

A: In order to minimize the impact of policy adjustment on newly applied families, this policy adjustment is based on the online signing time of the house purchase contract. If the online signing time is after November 29th (inclusive), the new policy will be implemented; if the online signing time is before November 28th (inclusive), the original policy will remain unchanged.

Four, how to purchase housing information query for housing credit?

Answer: After signing the house purchase contract, the borrower and his family members should apply to the Municipal Housing Information Center to check the housing situation under the family name with the house purchase contract, the Borrower’s Family Housing Inquiry Application Form reviewed by the loan bank, the identity documents of the borrower and his family members, household registration book, marriage certificate and other materials, and the Municipal Housing Information Center will issue the inquiry results within 5 working days after accepting it, which will serve as the basis for the loan bank to examine the loan.

In order to facilitate the inquiry procedures, most commercial banks in Shanghai provide agency services for housing information inquiry. With the authorization of the parties, the loan bank can handle the inquiry with the relevant materials to the Municipal Housing Information Center.

  V. The "Notice" proposes to strictly verify the information about the housing situation of the households who purchase houses. What are the specific contents?

A: Shanghai Housing Information Center will strictly verify the information about the borrower’s family housing situation with all lending banks. First, check the information about the housing situation declared by the borrower under the names of his family members; The second is to check the marital status and other information declared by the borrower through networking with civil affairs departments; The third is to compare the consistency of the borrower’s declaration of relevant information in property tax, housing purchase restriction and differentiated housing credit application.

  6. What is the basis for this adjustment of provident fund loan policy?

A: According to the differential credit policy of Shanghai housing provident fund, in the past, it was mainly to review the housing situation under the name of the family applying for loans. Even if the paid-in employees have used provident fund loans, they can still apply again after paying off. This adjustment is to simultaneously review the housing situation under the family name and the provident fund loan record. For the families of paid employees who have purchased the first set of housing and have never used the provident fund, the differentiated credit policy of the provident fund will not be adjusted; For the paid workers’ families who have used the provident fund loan once, even if there is no house under their name, they can only enjoy the second set of improved housing loan policy; The third provident fund loan will not be issued to the paid employee families who have used the provident fund loan twice. This is conducive to the differentiation and fairness of provident fund loans, but also reflects the target of provident fund support.

Adjusting the loan policy of the second set of improved housing is a corresponding adjustment according to the requirements of this real estate regulation and control. In 2010, the Ministry of Housing and Urban-Rural Development and other four ministries and commissions required that the down payment ratio of the provident fund for the second set of improved housing should not be less than 50%, and the loan interest rate should not be less than 1.1 times of the loan interest rate for the first set of housing provident fund in the same period. In November 2014, in order to support housing consumption, according to the documents of the People’s Bank of China and the China Banking Regulatory Commission, Shanghai implemented the provident fund loan policy for purchasing the second set of improved ordinary housing with reference to the first set of housing policies. However, under the current background of real estate regulation and control, the down payment ratio, provident fund loan interest rate and maximum loan limit are adjusted accordingly to better reflect the differentiated management with the first set of first-time home buyers.

The adjustment of the monthly income base ratio of the borrower’s ability to calculate repayment is based on the spirit of "the upper limit of the ratio of monthly repayment amount to monthly income is controlled at 50%-60% on the premise of ensuring the borrower’s basic living expenses" in the Notice on Effectively Improving the Use Efficiency of Housing Provident Fund (Jian Jin [2015] No.150). At present, the repayment ability of provident fund borrowers in Shanghai is calculated as the monthly repayment principal does not exceed 50% of wage income. If interest is added, the monthly repayment amount accounts for about 70% of wage income, which exceeds the upper limit control standard of 50%-60%. This adjustment from 50% to 40% can truly reflect the borrower’s solvency, and the monthly principal and interest payments are controlled within the scope stipulated by the policy to reduce the risk of default of provident fund loans.

The strict identification of purchasing the second improved housing is further clarified according to the spirit of "The second housing provident fund personal housing loan is only granted to the paid workers’ families (including borrowers, spouses and minor children) whose existing per capita housing construction area is lower than the local average level, and the loan purpose is only limited to the purchase of ordinary self-occupied housing with improved living conditions" in the Notice on Relevant Issues Concerning Regulating the Housing Provident Fund Personal Housing Loan Policy (Jian Jin [2010] No.179).

To calculate the deposit balance multiple of provident fund loan amount, the loan risk leverage and the principles of mutual assistance, fairness, sharing and sustainability of housing provident fund are usually considered comprehensively. Other cities in the country are not higher than 25 times, generally between 10 and 20 times. Shanghai has taken into account factors such as policy continuity and gradual progress, and this time it is appropriately lowered from 40 times to 30 times (the supplementary provident fund is lowered from 20 times to 10 times).

  7. What is the self-discipline mechanism of Shanghai market interest rate pricing?

A: The self-discipline mechanism of Shanghai market interest rate pricing is a self-discipline coordination mechanism of Shanghai banking financial institutions under the supervision and guidance of the Shanghai Headquarters of the People’s Bank of China, which plays an important role in Shanghai real estate financial regulation and control. First, according to the requirements of Shanghai real estate regulation and control, under the guidance of the Shanghai Headquarters of the People’s Bank of China, according to the principle of "making policies according to the city", the differentiated housing credit policy adjustment plan is determined through consultation. Second, it has played a key role in unifying the specific implementation standards of differentiated housing credit policies, standardizing the cooperation between commercial banks and real estate intermediaries, preventing off-site fund-raising and leverage in the real estate market such as "down payment", and maintaining the order of the housing financial market, effectively urging commercial banks to fully implement Shanghai’s real estate financial regulation and control policies. On August 13th, Chen Liangen (pictured right), a garbage collector in Xin ‘an Town, Deqing County, Zhejiang Province, collected agricultural harmful waste at the breeding base of freshwater shrimp farmers in Xinqiao Village of this town. Photo by Yao Haixiang (people’s picture)

What is the use of leftovers? What process does a plastic bottle go through before it can become a useful material? How to deal with waste electronic products and expired drugs to reduce the harm? Once upon a time, our impression of garbage sorting and recycling was a loud voice shouting in the early morning of the community — — Collect junk! Today, the Internet of Things intelligent recycling machine, garbage sorting applet, anaerobic microbial degradation system, etc., make garbage sorting and recycling become "high", and more recyclable garbage becomes renewable resources.

On July 1, the Regulations on the Management of Domestic Waste in Shanghai was officially implemented, which triggered a heated discussion among netizens. On the same day, four topics related to garbage were listed on Weibo Hot Search List. In addition to Shanghai, people are concerned about when their cities will start to implement strict garbage sorting policies. According to the requirements of the Ministry of Housing and Urban-Rural Development, by 2020, all cities will fully implement the garbage sorting system, and 46 cities as the first pilot will initially establish the garbage sorting treatment system. Some enterprises have a keen sense of smell. In early July alone, about 200 garbage sorting enterprises were registered.

What’s the use of kitchen waste?

Less than 8 o’clock every day, Li Ming sets off in a closed electric tricycle. His destination is the kitchen waste drop point in Donghuashi Street, Dongcheng District, Beijing, which is the green vat where residents dump leftovers. His job is to sort the kitchen waste and transport it to the centralized point, and hand it over to the staff of the sanitation group for subsequent treatment.

Summer in Beijing, even in the morning, is full of enthusiasm. After Li Ming opened the green bucket, he first took a photo, recorded the original release status, and then put on gloves to sort out impurities other than kitchen waste such as plastic bags that residents threw wrong. In a short time, sweat appeared on his forehead. At this time, he took a measuring rod from the car, reached into the bucket to detect, and transmitted the data and the sorted trash can photos to the system. He told us: "In summer, kitchen waste is easy to breed mosquitoes, and we need to clean and deodorize the trash can."

Li Ming is an employee of Beijing Tianlong Tianjie Company. The company has 204 kitchen waste bins in the whole street of Donghua City, and each staff member is responsible for about 10 to 15 bins. Liu Quan, the manager of the company, said: "The first step of garbage sorting, recycling and reuse is residents’ putting in. If the work in this step is not done well, the following steps will be affected. Garbage sorting means doing ‘ People ’ Work. "

For decades, Liu Quan has explored a set of effective methods. "We tell residents about the necessity of garbage sorting through leaflets, activities and publicity. Invite street workers and party member cadres to visit the garbage treatment plant, let them see how much garbage Beijing will produce every day through field visits, and realize the harm of mountains of garbage to the environment. Their consciousness has suddenly improved, and more and more residents have begun to consciously put it in. " In the case that the amount of kitchen waste generated is generally stable, the amount of kitchen waste in the community has increased from 60 tons per month at the beginning of 2018 to more than 150 tons per month now, and it has entered the recycling channel.

It is understood that the domestic waste in China has the characteristics of "three highs and one low", that is, high water content, high impurity, high organic matter content and low calorific value. Chinese people’s eating habits make kitchen waste account for about 50%-60% of the garbage. This kind of wet garbage has high moisture content and low calorific value. It takes 5-7 days to discharge 20%-25% of the total garbage, and the calorific value can reach the most suitable combustion conditions.

According to the characteristics of kitchen waste in China, some enterprises are constantly exploring. The project of Guangzhou East Biomass Comprehensive Treatment Plant invested, constructed and operated by Langkun Environment Group is one of them.

The relevant person in charge of the factory said: "We mainly deal with catering waste, kitchen waste, etc., and adopt the process of pretreatment+combined anaerobic digestion+comprehensive utilization. At present, the contracted processing scale for the six districts in downtown Guangzhou is 400 tons of catering waste, 600 tons of kitchen waste, and 2,040 tons of other kinds of biomass waste. It is currently the largest urban organic waste treatment project in the world. "

How to solve the problem of many impurities and complex components in kitchen waste? The relevant person in charge of the factory said: "After the kitchen waste is delivered to us, we must first remove impurities, which is the most difficult in all aspects of kitchen waste treatment. The way we take is to carry out high-pressure pressing separation. The purpose is to realize the dry-wet separation of kitchen waste and get wet components (organic matter) and dry components (impurities). "

The factory adopts automatic ultra-high pressure garbage pressing device, and the separated garbage can be turned into "treasure", in which the wet component is used for anaerobic fermentation, and the biogas generated in anaerobic fermentation can be converted into electric energy; Anaerobic fermented biogas residue can be processed into bio-fertilizer raw materials after dehydration. The dry components are used for incineration to generate electricity.

How can a beverage bottle be reborn?

According to the data released by the United Nations Environment Programme, nearly 17 million barrels of crude oil are consumed in the production of beverage bottles worldwide every year, 13 million tons of plastic waste flows into the ocean every year, and about 15 million marine creatures die from plastic waste. One million beverage bottles are sold every minute in the world, and it takes 450 years for plastics to decompose in the natural environment.

Are the plastic bottles we throw away really useless? What kind of life course will a plastic bottle go through after it leaves the consumer? A few days ago, we visited Yingchuang Renewable Resources Recycling Co., Ltd., located in Shunyi District, Beijing, and felt the process of beverage bottles from discarding to rebirth.

Put an empty plastic bottle into Yingchuang’s H-31 intelligent recycling machine for beverage bottles, only to see the bottle turn several times in the recycling machine and then fall into the recycling bin. However, if an unfinished bottle is put into the recycling machine, it will not fall into the recycling bin. It turns out that this recycling machine can sense the weight of bottles. Compressing the recycled empty bottles can reduce the cleaning cost of workers and improve the recycling efficiency.

After the recycling is completed, users can choose to donate or receive coupons and get rebates. When choosing coupons, they don’t need to download the mobile phone application, and the whole process from returning bottles to redeeming points can be completed through WeChat applet.

Consumer participation ends here. However, for the plastic bottle in the recycling machine, this is only the first step in its regeneration journey.

Plastic bottles entering the recycling machine will be compressed, waiting for more bottles to fill the recycling bin. The staff of Yingchuang told us that whether the recycling machine is working normally and whether the recycling bin has been filled can be sent back to the background in real time. According to the situation of each recycling machine, the backstage can arrange the optimal treatment route for the cleaning personnel nearby.

After that, these plastic bottles will be transported to the sorting station for sorting and packaging, and pressed into bottle bricks to enter Yingchuang Recycling Factory.

The bottle body can be recycled. How to recycle the label on the bottle cap and bottle? Can labels and bottle caps be made into bottles after recycling?

It turns out that a beverage bottle can be divided into three parts. Among them, the bottle body can realize the "bottle-to-bottle" level conversion, and after recycling, it is still food-grade and can also hold drinks. But bottle caps and labels are not. After Yingchuang automatically sorts the recovered bottles, it removes the caps and labels and handles them in other ways. Finally, the PET (poly (terephthalic acid) plastic) beverage bottles enter the recycling plant.

Yingchuang’s staff also showed us several kinds of crystal particles, all of which were broken and cleaned beverage bottles. These glittering and translucent plastic fragments are restored to cleanliness, waiting to be processed into recycled polyester chips or directly reborn.

At present, the annual consumption of plastic bottles in China exceeds 5 million tons, about 200 billion, ranking first in the world. Yingchuang processes 50,000 tons of waste PET beverage bottles every year, which is equivalent to saving 300,000 tons of oil.

The story of a bottle will continue.

  Can harmful waste become harmless?

Kitchen waste can be converted into biogas and burned to generate electricity, and plastic bottles can be crushed and reused. What should we do with the expired drugs, remote controls and other discarded batteries in people’s small medicine boxes?

In June 2016, the new version of the National Hazardous Waste List was released, and family expired drugs were impressively listed. Once the drug expires, it will not only lose its therapeutic effect, but also be harmful to the human body. However, if the expired drugs are discarded and burned together with ordinary domestic garbage, it will seriously harm the environment, resulting in excessive antibiotic components in soil and water.

Expired drugs are very harmful, but the treatment of expired drugs in China is insufficient. The White Paper on the Recovery of Family Expired Drugs in China shows that about 78.6% of families in China have "small medicine boxes", and more than 80% of them don’t have the habit of cleaning them regularly. Few people know how to deal with family expired drugs correctly.

Even though there are many difficulties in recycling expired drugs, you have not given up. Since 2004, Guangzhou Pharmaceutical Group Co., Ltd. has been holding expired drugs recycling activities from March to August every year. At present, GPHL has recovered more than 1,500 tons of expired drugs.

The recovered expired drugs will be sealed and packaged, labeled, indicating the recovery point, handler, recovery unit and recovery date, transported to the abandoned waste treatment plant by the dangerous goods transport vehicle, treated by professionals, and put into the pyrolysis gasification incinerator for harmless treatment.

It has basically become a consensus that waste batteries and waste electronic products belong to harmful waste. E-waste only accounts for 2% of the global landfill waste, but it accounts for 70% of all hazardous waste, which seriously harms the environment. But at the same time, waste electronic products may turn waste into treasure. The International Telecommunication Union estimated that the value of gold thrown into the waste heap in 2016 was $21.5 billion and the value of copper was $13.9 billion.

The Implementation Plan of Extended Producer Responsibility System issued by the General Office of the State Council pointed out that producers should be responsible for the resource and environmental responsibilities of their products throughout their life cycle. In other words, for the manufacturers of electronic products, we should not only manage the production links, but also grasp the links of battery recycling.

Now, the power batteries eliminated from new energy vehicles can be applied to other fields in a step-by-step way to give full play to their use value. However, batteries whose performance drops below 30% have to be dismantled and regenerated to extract precious metals by chemical means.

The action of garbage sorting has gradually become a trend, and the garbage sorting industry is gradually forming a complete industrial chain.

Zhang Yi, chairman of the Environmental Protection Alliance of Strategic Emerging Industries in China, said: "Although developed countries started waste sorting earlier than us, no country has raised waste sorting to such a high level like China." According to Zhang Yi’s estimation, in the next 10 years, the industrial scale driven by garbage classification will be about 400 billion yuan.

China’s garbage sorting industry is gradually maturing. The life journey of garbage shows us that the garbage sorting industry is not only a public welfare undertaking to protect green water and green mountains, but also brings a blue ocean of commerce, allowing us to see the Jinshan Yinshan in garbage. Have you ever been targeted by a film seller? Where did the movie seller go after Weibo commented on the restrictions?

Behind the flood of "Little Yellow Man" in the comment area is a hidden illegal drainage industry chain.

People who regularly brush Weibo may have this worry: in social software such as Weibo, WeChat and QQ, many "movie sellers" drain illegal websites by commenting, paying attention and sending private messages, and the indecent content they send has become "psoriasis" in the online world.

Nowadays, the behavior of "selling movies" has been restricted.

After the rectification in Weibo, the crackdown on internet piracy was even more severe. On June 12th, Weibo set a rule of paying attention to seven days before commenting, and said that this measure was aimed at cracking down on illegal websites and conducting illegal content related to pornographic video transactions. This has limited some users’ experience, and also made some publishers of illegal advertisements selling films and medicines by inducing words in popular Weibo comments lose an important drainage place.

With the attack of various platforms on this kind of advertising behavior, the means of "selling film brothers" are constantly being refurbished, and the victims of these malicious drainage behaviors are often ordinary users who want to clean up the network environment and curious minors who are ignorant of the world.

A survey by the Beijing News Shell Finance reporter found that behind the flood of "Little Yellow Man" in the comment area, there is a hidden illegal drainage industry chain. After the review in the comment area is becoming stricter, such malicious drainage behavior may also appear behind the private letters, concerns and even praises of ordinary users.

"The drainage industry is actually a marketing black product, which is characterized by making extensive use of the identity information of normal citizens, bypassing the platform restriction rules, sending a large number of drainage contents such as pornography, politics and vulgar advertisements, and finally realizing them in the form of fraud." Li You (a pseudonym), an expert in anti-fraud lab, told the reporter.

After the "selling films" in the comment area was severely punished, the censorship was evaded by means of "building in the middle of the building"

"Think about it, why are you being targeted by film sellers?" This sentence used to be a sentence that netizens often teased in Weibo’s comments, but once the comment area was really flooded with all kinds of pornographic comments, most netizens would feel uncomfortable.

Netizen "Ginger Ginger Ginger" sent a complaint to Weibo in May, saying that his Weibo was "targeted by pornography" and posted many malicious comments in his comment area. Many netizens said that these movie sellers were "everywhere". As long as Weibo has traffic on the hot search, the comment area will often attract such drainage comments.

The reporter found that many porn reviews use keywords such as "father-in-law’s daughter-in-law" and "long-legged green tea biao" to attract users to click. After clicking, they often jump to pornographic websites and ask users to pay.

At present, although Weibo strictly controls comments in the comment area, many "film sellers" can still take advantage of the loopholes.

On June 27th, Shell Finance reporter of the Beijing News found the trace of "selling films" in a popular Weibo comment area, but its method of "selling films" became quite complicated: firstly, it did not comment directly under the popular Weibo, but replied in the top comments in the popular Weibo comment area, which belonged to "comments in comments", and the comment content was a picture of a semi-naked beauty with the words: the original picture was at @XXX. The reporter clicked on the Weibo user of this comment @, and found that there were large-scale pornographic pictures on his homepage, with a website link attached. Clicking on the website link found that he jumped to a "movie selling" website, indicating that 28 yuan could buy pornographic movies, and provided the payment method of Alipay. At this point, the process of draining to pornographic websites through Weibo comment area is completed.

The reporter of Shell Finance found that, influenced by Weibo’s "strike hard" pornographic comments, the "movie seller" could only comment on the published comments, and the drainage was realized in the form of "building in the building". The process was more tortuous than the previous direct reply to indecent comments in hot search, which increased the cost of malicious drainage, but it also showed that no matter how the platform was banned, violators could always find ways to counter the ban rules of the platform.

"The platform and malicious drainage of black products are in the process of dynamic confrontation." Li You told the reporter, "If the rules are too strict, it will be deleted by mistake, which will affect the user’s experience. It is unrealistic to completely ban the drainage of gray and black products, unless everyone can’t comment. However, if the rules are relaxed, they will be invaded by gray-black products, and they can only gradually increase the drainage cost of gray-black products, so that they can retreat. "

Comments and private messages frequently show toner drainage "robots", and the price ranges from 1 yuan to 388 yuan

Weibo is not the only battlefield for film sellers. Many social apps, such as QQ, WeChat, Momo, Tik Tok, etc., are active places for these movie sellers.

Some netizens reported that there are always comments from strange users in their comments posted on QQ, and the comments are usually random words, but if you click on the portrait of the strange user, it is usually "a hole in the sky".

On June 23rd, Shell Finance reporter clicked on the comment of a QQ user who "looked at my head first", and found that if he entered the user’s space, he would jump to the document analysis page of Tencent weiyun, but the document content only had a picture with a QR code. If he scanned it, he would jump to another picture with a QR code and explicit content, and then he would jump to a pornographic website. If he wanted to watch the website video, he would have to pay a fee of 6 to 25 yuan.

A black production studio, which claims to provide "toner drainage on all platforms", said that it can provide drainage service at the price of one person in 2 yuan, but only on the micro signal provided by reporters. "If the direct website address is easy to be blocked, we will first drain the fans to your micro-signal or QQ number through words, and then drain them by sending private messages."

Shell Finance reporter found that almost all of these drainage studios use machine scripts to send private messages in batches. On June 26th, the reporter found a number of "studios" engaged in drainage services by searching for related keywords, and some studios also sold scripts of "drainage robots" part-time. These scripts involved many platforms such as WeChat, Weibo, QQ, Toutiao, Tik Tok, Momo, 58 Tongcheng, Jiji.com, Meipai and Soul, and the prices ranged from 1 yuan (single platform) to 388 yuan (multi-platform package price).

For investigation, the reporter bought a set of "customized drainage scripts" from a merchant at a price of 35.2 yuan, including 22 platforms including Himalayan, WeChat, Tik Tok, Meipai, Weibo and Tantan. After opening the script, the reporter found that its "function settings" include seven functions: video comment, fan private message, fan attention, comment private message, comment concern, comment praise and friend private message. On this page, users can manually input comment speech and private message speech, in addition, they can also make routine settings such as sending pictures, repeating sending, adding attention, and double-talk speech, and can also screen men and women.

In this regard, Fang Chaoqiang, a lawyer of Beijing Yingke (Hangzhou) Law Firm, told the Beijing News reporter that the behavior of diverting users from different platforms to micro-signals through speech induction involves at least false advertisements. "If this behavior is ultimately sold as legitimate goods, it is suspected that marketing methods are illegal. After all, this is a false advertisement. If you sell obscene articles or commit fraud, then those who provide drainage services should also be arrested as accomplices, because even if it is only a commercial entrustment relationship, it also provides business cooperation, which plays a role or even a major role in the spread of obscene articles. "

How to manage the malicious external chain after jumping against the platform ban for many times?

Shell Finance reporter noticed that whether it is comments, private letters or concerns, the inevitable process of draining from a formal social platform to an illegal website is to jump to the outside chain, which often becomes the key place for the platform to attack, so many black and gray products do not hesitate to fight against the ban by jumping many times. As mentioned above, the whole process of draining to an illegal website through QQ avatar jumped three times before "getting into the business".

"There is no way to do this." In an exchange forum of black and gray products on the external network, a practitioner of black and gray products said, "In the early days, H5 links can be directly sent for drainage, and (pornographic) APPs also encourage users to recommend downloads through WeChat QQ, so as to pull new drainage, but later we found that the supervision of the platform is getting stricter and stricter. If you directly send external links to download the app or website address, it will be directly banned by WeChat, so it is increasingly difficult to do drainage on the regular platform."

Zhong Guangjun, director and security expert of WeChat Security Risk Control Center, told the reporter that the external chain includes card links and picture QR codes in the form of presentation. "According to the" WeChat External Link Management Specification ",we divide the standards of violations into 19 categories, including common induced sharing, vulgar spam advertisements, praise collection, fraud and so on. Since January this year, we have dealt with more than one million illegal external chains that have been confirmed by evidence. The overall number of illegal external chains has decreased by 35%, the links of induced sharing classes have decreased by 40%, and the red envelope fraud category has continued to decline by 60%. "

"Our vision is to hope that WeChat friends circle and WeChat chat are places to share life bits and pieces, but some black and gray places just make a fuss about using external links to induce users to share and spread. These illegal external links often contain some malicious content such as junk marketing, vulgarity and fraud, which seriously undermines the normal experience of our normal users and even affects the healthy ecology of the platform. In addition, such a large number of illegal external chains have extended a series of black and gray industries. For example, in order to avoid the security strategy and crackdown needs of WeChat, illegal external chains need to reserve a large number of URLs and a large number of network domain names, which not only seriously harms the WeChat platform, but even affects the development order and norms of the entire Internet. " Zhong Guangjun said.

Shell Finance reporter noted that in order to crack down on illegal website drainage, Weibo has also upgraded its technology. A few days ago, Weibo announced that there were many illegal contents in Weibo’s comments recently that drained illegal websites outside the station and traded pornographic videos. The station centralized and quickly dealt with this kind of Internet illegal activities, and at the same time triggered a fierce confrontation between illegal organizations and Weibo’s security measures. In order to effectively curb the harassment of Internet piracy on platforms and users, Weibo will further upgrade its technology identification system. At the same time, Weibo has launched a special rectification campaign for malicious marketing accounts for two months. Only from June 12th to 18th, Weibo disposed of more than 80 marketing tubas and 210,000 pornographic and vulgar trumpet.

"It can be seen that malicious traffic actually contains a lot of problems. I feel that it is not enough to rely solely on the work of an Internet company or network platform or rely on the crackdown of the competent authorities. Building a clear network environment requires not only our large network system, but also the participation of Internet platforms, ordinary users, and multiple regulatory authorities and competent authorities in social co-governance." Zhong Guangjun said.
