Existing building renovation and decoration projects need structural transformation or may affect structural safety, and construction can only be started after the original design unit or the design unit with the same qualification has issued design documents and passed the drawing review. Severely crack down on illegal construction, illegal transformation, unauthorized change of building purposes, etc., and give administrative punishment and credit joint punishment to those responsible for illegal use of safety according to law.

For the transformation of existing buildings into crowded places, before going through the business or opening formalities, the operator should entrust an appraisal (testing) institution to issue a building safety assessment opinion or report, which will be kept for future reference as proof of the legal use of the place, and market supervision, towns (streets), communities and other relevant departments will strengthen supervision afterwards.

Four, increase the investigation of existing building safety hazards.

(a) to carry out the safety investigation of existing buildings in a timely manner. Relevant units of counties (functional sectors) and cities should timely organize the safety investigation of existing buildings within their jurisdiction in combination with the investigation and rectification work of dangerous buildings carried out in recent years, and focus on checking whether the existing buildings have exceeded the design service life, whether there is overload use, unauthorized changes in building use and use functions, and whether there are illegal acts such as renovation and expansion, decoration, etc. Whether there are abnormal conditions such as settlement, cracks, deformation, damage and corrosion of the foundation or main structural members, whether there are peeling of the exterior wall veneer, cracking and damage of the thermal insulation layer of the exterior wall of the building, loosening of the interior and exterior decorative members of the building, whether there are situations such as failure to configure and set the fire-fighting facilities according to the standard or failure to keep them intact and effective, etc., and grasp the state of complete damage of the building, and timely implement the governance responsibilities and remediation measures for the potential safety hazards found in the investigation.

(two) to strengthen the construction safety inspection under certain conditions. We should attach great importance to the safety of existing buildings under severe weather conditions such as typhoon, lightning, rain and snow, and those responsible for the safety of existing buildings should conscientiously do a good job in self-inspection of the safety of existing buildings. For buildings with major security risks, personnel should be evacuated in time to avoid casualties caused by building collapse.

(3) Accelerate the establishment of a normalization mechanism for the investigation of potential safety hazards in existing buildings. All counties and districts (functional sectors) should, in combination with the investigation work, encourage the establishment of "responsible person self-inspection, grassroots grid investigation, departmental joint investigation, third-party professional inspection and government supervision" by purchasing public services and setting up professional inspection teams. Normalized safety hazard investigation mechanism,The existing building safety inspection, regular inspection of dangerous buildings and special inspection of existing building safety under certain conditions are organically combined to achieve early prevention, early detection and early elimination of potential safety hazards.

For existing buildings that have reached the designed service life, foundation or structural components are abnormal or damaged and still need to be used, as well as crowded places such as schools, medical and health institutions, cultural and sports venues, scenic spots, stations, shopping malls, hotels, restaurants, bazaars, pension and welfare institutions, public places of entertainment and religious activities, it is necessary to actively implement regular building safety inspection (identification or testing) and maintenance systems.

Five, do a solid job in the supervision and resolution of dangerous buildings.

(a) standardize the construction safety appraisal work. Housing construction departments at all levels should set up housing safety appraisal institutions, equipped with corresponding technical personnel and necessary instruments and equipment, strengthen the construction of appraisal teams, and ensure the smooth development of housing safety management. City housing safety appraisal management center is responsible for the business guidance of the city’s housing safety appraisal work, and is responsible for the identification of dangerous houses, and the implementation of the "Identification Standard for Dangerous Houses" (JGJ125). Housing safety appraisal is an important content and means of housing safety management. Appraisal institutions should follow the principles of fairness in appraisal procedures, fairness in entities and neutrality and impartiality in appraisal subjects to ensure objectivity, accuracy and authenticity of appraisal conclusions.

(2) Strengthen the classified supervision of dangerous buildings. Counties and districts (functional plates) shall assign special personnel to be responsible for tracking and supervising the dangerous buildings that have been investigated or identified before they are solved. For dangerous buildings observed and used, a supervision plan should be formulated to implement the responsible person; To deal with the dangerous buildings used, we should take effective measures to solve the danger in time, implement the main body of solving the danger, and eliminate hidden dangers in time; For dangerous buildings that are temporarily inconvenient to dismantle and do not endanger adjacent buildings and affect the safety of others, but need to be stopped, personnel should be evacuated in time, obvious warning signs should be set up, and effective sealing measures should be taken to prevent secondary disasters; For the need for overall demolition, it is necessary to strengthen the capacity building of emergency rescue and emergency support in accordance with the requirements of Lianyungang City Construction Safety Emergency Plan.

(3) Accelerate the renovation of dangerous buildings. Counties and districts (functional sectors) should strengthen the management and supervision of dangerous buildings within their jurisdiction, urge those responsible for the use of existing buildings to take the initiative to take responsibility for solving the crisis, implement measures to solve the crisis, and encourage the implementation of the social measures of "insurance+service". For a piece of housing that exceeds the designed service life or is identified as a dangerous house, priority may be given to urban renewal or shantytown renovation. The management of dangerous houses requires the use of special residential maintenance funds, and the management department of special residential maintenance funds should provide convenience within the scope of management regulations; Encourage the establishment of crisis relief funds and support property owners to reinforce and repair the crisis; If conditions permit, we can take the form of government subsidies and property owners sharing funds to rebuild or appropriately expand dangerous houses in situ, so as to solve the problems of insufficient funds for housing safety appraisal and renovation.

Six, strengthen the publicity and guidance of existing building safety management.

Counties and districts (functional sectors) should strengthen publicity and guidance, improve the main responsibility consciousness and public safety consciousness of property owners, users and managers, consciously abide by the laws and regulations on building safety management, standardize the use of buildings, reduce behaviors that affect and undermine the safety of building use, and effectively fulfill the obligations of building maintenance; It is necessary to give full play to the supervisory role of public opinion and the public, urge property owners, users and management service units, strengthen the safety management of building use, promptly discourage improper use, and ensure the safe and normal use of buildings.
