First, fully understand the importance of safety management of existing buildings.

With the rapid development of urbanization, the number of existing buildings has increased year by year, and the structural components, equipment and facilities of existing buildings are gradually aging due to disrepair, which is easy to cause security risks. At the same time, in the process of using existing buildings, the main structure of the building is damaged or the building structure and equipment are used beyond the design load due to the unauthorized demolition and modification of the building structure or unauthorized change of the use and function of the building space by the property owner or user, which leads to frequent safety accidents in building use.

Strengthening the safety management of existing buildings from completion, delivery, use and maintenance to scrapping and dismantling is of great significance to ensuring people’s lives and property safety, maintaining social stability and promoting economic development. The CPC Central Committee and the State Council pay great attention to the safety of existing buildings. In view of the casualties caused by building collapses in various parts of the country in recent years, they have repeatedly stressed the need to effectively strengthen the safety management of existing buildings. Villages and towns (streets), communities and property management institutions should strengthen inspections, find and stop illegal construction in time, and report to the local government platform and competent authorities in accordance with regulations. Existing building renovation and decoration projects need structural transformation or may affect structural safety, and construction can only be started after the original design unit or the design unit with the same qualification has issued design documents and passed the drawing review. Severely crack down on illegal construction, illegal transformation, unauthorized change of building purposes, etc., and give administrative punishment and credit joint punishment to those responsible for illegal use of safety according to law.

Five, do a solid job in the supervision and resolution of dangerous buildings.

(3) Accelerate the renovation of dangerous buildings. Counties and districts (functional sectors) should strengthen the management and supervision of dangerous buildings within their jurisdiction, urge those responsible for the use of existing buildings to take the initiative to take responsibility for solving the crisis, implement measures to solve the crisis, and encourage the implementation of the social measures of "insurance+service". Look at the single track.The essence of single track is that the competition around scarce resources has a single dimension. For example, in the above example, an important assumption is potentially implied: the only way to send a signal to Zhang San is to eat Chili peppers. An easy-to-ignore problem is that this improvement does not naturally mean good for the cities around Shanghai. The reason is intuitive: the transportation to a megacity like Shanghai is more convenient, which not only facilitates the gathering of various resources locally, but also provides convenience for megacities to siphon local resources and economic opportunities. In the latter case, it is often said that megacities have a "siphon effect" on surrounding cities. The former situation corresponds to the positive "radiation" effect of megacities on the surrounding areas, or plays a "leading role".

Our research finds that for the central cities around Shanghai in the Yangtze River Delta region, the improvement of traffic convenience may indeed produce both favorable radiation and unfavorable siphon for the development of these cities. Specifically, before China joined the WTO, the "siphon" effect that Shanghai was unfavorable to the surrounding cities played a slight leading role; After China’s entry into WTO, Shanghai’s positive "radiation" effect on surrounding cities has become very significant.

The law revealed by this study shows that opening to the outside world, a major strategy to make China’s economy break away from the involution track and develop towards a more complex, diverse and advanced economic structure, not only makes China’s economy as a whole gain considerable benefits by participating in the international cycle, but also makes our domestic cycle more efficient.
