After study, we hereby reply as follows:

I. Suggestions on Defining the Urban Landmark Orientation of Phoenix Tower (Pavilion)

There is a phoenix in the north (Phoenix Ridge in Qingxiu Mountain) and five elephants in the south (Wuxiangling), which is an important geographical feature of Nanning, and Nanning has been named "Phoenix City" and "Wuxiangcheng" since ancient times. The Phoenix Tower, built in 1989, is located in Fenghuangling, the center of Qingxiu Mountain Scenic Area. It was once a landmark building in Nanning, and it was also a must-see place for citizens to visit Qingxiu Mountain and enjoy the urban scenery of Nanning. The design of the last version of Phoenix Tower was completed in 2013, nearly 10 years ago. With the development and progress of the times, the functional orientation and spatial layout of the original design can’t keep pace with the development of the situation.

In 2015, the People’s Government of the Autonomous Region approved the Master Plan of Qingxiu Mountain Scenic Area in Nanning (2012-2030), and in 2018, it approved the Reply of the People’s Government of Guangxi Zhuang Autonomous Region on the Detailed Planning of Qingxiu Mountain Scenic Area E, F, G, H, I, J, K, L and M in Nanning, all of which put forward specific construction control requirements for the Phoenix Tower reconstruction project.

In January, 2022, when the main leaders of Nanning Municipal Committee attended the second session of the 12th CPPCC, after listening to the suggestions of CPPCC members on rebuilding the Phoenix Tower in Qingxiu Mountain to build a new highland for cultural tourism in Nanning, they proposed that the Phoenix Tower is the cultural imprint of Nanning people, and asked the relevant departments directly under the municipal government to conduct in-depth research and turn the insights of CPPCC members into concrete ideas and measures to promote the work as soon as possible. In February, Qingxiu Mountain Management Committee submitted the Request for Instructions on Rebuilding the Phoenix Tower in Qingxiu Mountain to Nanning Municipal People’s Government (Nanqing Guanbao [2022] No.9), suggesting to rebuild the Phoenix Tower as soon as possible. After research, Nanning Municipal People’s Government asked Qingxiu Mountain Management Committee to further demonstrate the necessity of rebuilding the Phoenix Tower project according to the opinions of relevant departments. In May, Nanning held a research and demonstration meeting on the reconstruction of Phoenix Tower. The terrain of Qingxiu Mountain is high in the northwest and low in the southeast. The Phoenix Ridge and Fengyiling in the northwest are shaped like a phoenix flying with wings, and are known as "Greentown Emerald, Zhuangxiang Phoenix".

Fenghuangling is located in the center of Qingxiu Mountain Scenic Area, and the peak of Fenghuangtou is 289 meters above sea level, which is the geographical commanding height of Nanning city. In 1989, the Phoenix Tower was built at the top of Phoenix Ridge. Phoenix Tower, with a total height of 32 meters, was once a landmark building in Nanning, and it was also a must-see place for citizens to climb the Mount Qingxiu and enjoy the city scenery of Nanning. With the continuous progress of the times, since the end of 1990s, the Phoenix Tower has been criticized by superior leaders and citizen tourists because of its inadequate architectural modeling and service functions. Second, the process of dismantling and rebuilding the Phoenix Tower

In February, 2008, the deputies of the People’s Congress of the Autonomous Region put forward the Proposal on Rebuilding the Phoenix Tower Complex in Qingxiu Mountain, Nanning (No.336, Suggestions, Criticism and Opinions of the First Session of the Eleventh People’s Congress of the Autonomous Region), suggesting to rebuild the Phoenix Tower and build it into a landmark attraction with profound cultural connotations and harmonious landscape functions.

In June, 2009, Qingxiu Mountain started bidding for the reconstruction plan of Phoenix Tower. Experts were organized to compare, select and review the design schemes of five companies, including the Design and Research Institute of Guangxi University, the Design Consulting Institute of Central South University of Forestry and Technology, and Guangxi Hualan Design (Group) Co., Ltd. In December 2012, the design scheme submitted by Guangxi Hualan (Design) Co., Ltd. was finally selected and reported to Nanning Municipal Government for study.

In January 2013, the Nanning Municipal Government approved the design scheme of the renovation project of Phoenix Pavilion in Qingxiu Mountain.

In August, 2013, with the consent of Nanning Municipal Government, Qingxiu Mountain Management Committee demolished Phoenix Tower and completed the site leveling work. Construction can be started after the approval is completed.

In June 2013, there was a negative online public opinion of "Xi ‘an 38 billion rebuilt the new Epang Palace" in Shaanxi. In February 2018, according to the Reply of the People’s Government of Guangxi Zhuang Autonomous Region on the Detailed Planning of Qingxiu Mountain Scenic Area E, F, G, H, I, J, K, L and M in Nanning (Gui Zheng Han [2018] No.30), regarding the landscape planning of area E, it is required to rebuild the Phoenix Pavilion according to the current situation. The construction index is: the building basement area is 5,000 square meters.

Three, the community strongly calls for the reconstruction of the Phoenix Tower.

For many years, after the Phoenix Tower was demolished, the Phoenix Ridge in Qingxiu Mountain was regarded as the geographical commanding height of Nanning. Because of the lack of the best place to climb and look far, citizens and tourists expressed their wishes through various channels, hoping to rebuild the Phoenix Tower in Qingxiu Mountain as soon as possible.

Many retired leaders from autonomous regions and Nanning are always concerned about the reconstruction of Phoenix Tower, and have visited Qingxiu Mountain many times to inquire about the reconstruction plan and progress.

In April, 2021, the representative of the 16th session of the 14th Nanning Municipal People’s Congress put forward the Proposal on Rebuilding the Phoenix Tower in Qingxiu Mountain (No.199 Representative’s Proposal), saying that "Phoenix Tower, as one of the landmark buildings in Nanning, also witnessed the rapid development of Nanning and carried the memory of several generations in Nanning. ….. The reconstruction of the Phoenix Tower has become something that the general public, tourists and all walks of life are eagerly looking forward to ". To this end, Qingxiu Mountain Management Committee has re-studied the design scheme of Phoenix Tower reconstruction.

Iv. Suggestions on rebuilding the Phoenix Pavilion

(1) It is suggested to clarify the urban landmark positioning of Phoenix Tower (Pavilion). The construction of Phoenix Pavilion in the geographical commanding heights of Nanning city aims to create an urban meeting room and an urban viewing platform with the style of the times and ethnic characteristics in Nanning, the capital of Guangxi. Its main functions are historical and cultural landmark buildings integrating tourism and cultural display. First, combining the construction of Nanning Botanical Garden, Phoenix Pavilion will be built into a China-ASEAN herbarium of rare and endangered plants. The second is to gather the regional cultural characteristics of Guangxi and build the Phoenix Pavilion into an exhibition hall of Guangxi intangible cultural heritage. The third is to show the history of Nanning’s urban construction and development, and to build the Phoenix Pavilion into an exhibition hall of Nanning’s 1600-year history.

(2) It is suggested to redevelop the scheme design to fully reflect the characteristics of the times, ethnic customs and regional characteristics. According to the design plan determined in 2013, the Phoenix Pavilion is 69.9 meters high, with a total construction area of 18,209 square meters and a total investment of about 240 million yuan. In view of the problems such as large building volume and high project cost, it is suggested that the new design scheme be adjusted as follows:

1. Reduce the construction area, streamline the functions of underground parking lots, shopping malls and restaurants, and strive to control the construction investment at around 188 million yuan.

2. In order to achieve the landscape effect of overlooking the whole city and overlooking the Phoenix Pavilion from the whole city, it is suggested to refer to the height of Chang ‘an Tower in Xi ‘an and set the height of the Phoenix Pavilion at 99 meters, which is not lower than the Wuxiang Tower (78.9 meters high in Wuxiang Lake Park) built in Nanning in 2013 and the Qingquan Pavilion (75 meters high in Nanning Garden Expo Park) built in 2017.

3. In terms of architectural style and materials, it is suggested to combine tradition, nationality and characteristics of the times, and use modern building materials, equipment and technology as building materials to comprehensively enhance the functions of the building. For example, the convenience of transportation can be improved by elevators, and the night landscape of Phoenix Pavilion can be improved by sound, light and electricity equipment.

(3) It is suggested that the people’s government of the autonomous region list the construction project of Phoenix Pavilion as the key project of the 2023 Autonomous Region Cultural Tourism Conference, and strive to complete it as soon as possible.

Chapter I General Principles

Article 2 The State shall implement an access professional qualification system for journalists, which shall be incorporated into the unified planning of the national professional and technical personnel professional qualification system.

Article 3 The professional qualification examination for journalists is aimed at the employees who have already joined the news organizations to assess whether they have the necessary political literacy, professional ability and professional ethics for news gathering and editing.

The term "news unit" as mentioned in these Measures refers to the unit approved by the relevant competent departments of the state according to law and included in the scope of issuance of journalists’ cards.

Article 4 Personnel engaged in news gathering and editing in news organizations in People’s Republic of China (PRC) shall pass the professional qualification examination for journalists and obtain a journalist’s card according to law.

Article 5 The national unified examination system shall be implemented for the professional qualification examination of journalists, which shall be organized by the state in a unified way, with unified time, unified outline, unified examination questions and unified standards.

Article 6 Journalists’ professional qualification examination shall adhere to the principles of fairness, impartiality and openness, and the organization of the examination shall be subject to supervision by supervisory organs, secret organs and the society.

Chapter II Examination Organization

Article 7 The professional qualification examination for journalists shall be conducted under the unified leadership of the State Press and Publication Administration and the Ministry of Human Resources and Social Security, and the specific examination work shall be entrusted to the Personnel Examination Center of the Ministry of Human Resources and Social Security for organization and implementation.

The local examination work is jointly undertaken by the administrative departments of press and publication of all provinces, autonomous regions and municipalities directly under the Central Government and the administrative departments of human resources and social security. The specific division of responsibilities shall be determined by local governments through consultation.

Article 8 The State Press and Publication Administration is responsible for examining and approving examination subjects, examination outlines and examination topics, and researching and establishing examination question banks.

The Ministry of Human Resources and Social Security is responsible for organizing and implementing the examination work, inspecting, supervising and guiding the examination together with the State Press and Publication Administration, and determining the qualified standards.

Chapter III Examination Registration

Article 10 A person who signs up for the professional qualification examination for journalists shall meet the following conditions in addition to the basic conditions listed in Article 9 of these Measures:

(1) Having full capacity for civil conduct;

(2) Having a college degree or above;

(3) Having a labor contract with or within the establishment of a news unit, and if the news unit is a member of the unincorporated editorial department, it must be a member of the establishment of the competent (sponsoring) unit of the news unit or have a labor contract with the competent (sponsoring) unit.

Article 12. The personnel in charge of the central unit and the host news unit shall take the exam and implement the principle of territorial management.

Chapter IV Examination Contents

Article 13 The content and proposition scope of the professional qualification examination for journalists shall be subject to the outline of the professional qualification examination for journalists published by the State Press and Publication Administration.

Fourteenth journalists’ professional qualification examination set up basic subjects and professional subjects, and comprehensively assessed the political literacy, professional ability and professional ethics that candidates should have in news gathering and editing.

Chapter V Examination Methods

Fifteenth journalists’ professional qualification examination is held once a year in principle, and the specific examination date is determined according to the annual professional qualification examination work plan of the Ministry of Human Resources and Social Security.

Sixteenth journalists’ professional qualification examination shall be conducted by paper-and-pencil examination or electronic examination.

Seventeenth journalists’ professional qualification examination shall be marked uniformly throughout the country, and the qualified scores shall be determined uniformly. The examination results and qualified scores shall be announced by the Ministry of Human Resources and Social Security.

Chapter VI Handling of Examination Violation

Eighteenth candidates in the examination of violations of discipline, in accordance with the provisions of professional and technical personnel qualification examination violations; If the case constitutes a crime, criminal responsibility shall be investigated by judicial organs according to law, and journalists shall not take the professional qualification examination for life.

Candidates and other relevant personnel who violate the administration of public security shall be dealt with by the public security organs; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.

Nineteenth examination staff who violate work discipline shall be punished according to the relevant provisions, depending on the circumstances and consequences; If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.

Chapter VII Qualification Management

Article 20 The State Press and Publication Administration shall establish a journalist’s professional qualification database and integrity file, and input the relevant information of those who have passed the journalist’s professional qualification examination and those who have made corresponding treatment according to Article 18 of these Measures into the journalist’s professional qualification database and integrity file, and provide online inquiry service for candidates, news organizations and press and publication management departments.

Twenty-first journalists who have passed the professional qualification examination shall apply for a journalist’s card by their news units according to the regulations.

Article 22 The State shall administer the practice access of journalists according to law, and the State Press and Publication Administration shall uniformly issue journalists’ cards.

Chapter VIII Supplementary Provisions

Twenty-third before the implementation of these measures, those who have obtained the qualification of news gathering and editing recognized by the relevant departments of the State Council or have valid journalist cards shall be deemed to have passed the professional qualification examination for journalists.

Article 24 These Measures shall be interpreted by the State Press and Publication Administration and the Ministry of Human Resources and Social Security according to the division of responsibilities.

Detailed rules for the implementation of the professional qualification examination for journalists

Article 1 These Detailed Rules are formulated in accordance with the Measures for the Examination of Journalists’ Professional Qualification and relevant laws and regulations.

Article 2 The State Press and Publication Administration shall set up a national professional qualification examination expert committee for journalists, which shall be responsible for drawing up the examination outline, examination proposition, examination marking, and putting forward the examination qualification standards.

The State Press and Publication Administration and the Ministry of Human Resources and Social Security set up the National Journalists’ Professional Qualification Examination Office, which is located in the State Press and Publication Administration and is responsible for the examination outline, examination questions approval, examination supervision and inspection, and undertakes the daily management of the examination.

Article 3 The professional qualification examination for journalists includes two subjects: Basic Knowledge of News and Practice of News Editing.

Article 4 Journalists’ professional qualification examination results shall be managed in a rolling way with a period of two years. Candidates must pass all the examinations in two consecutive examination years before they can obtain the qualification certificate of journalists’ professional qualification examination results. The qualified certificate shall be produced and issued by the Personnel Testing Center of the Ministry of Human Resources and Social Security entrusted by the State Press and Publication Administration and the Ministry of Human Resources and Social Security.

Article 5 In principle, the test sites for journalists’ professional qualification examinations are located in colleges and universities in municipalities directly under the Central Government and provincial capitals, designated schools for senior high school entrance examinations and college entrance examinations, or special places built by examination institutions, and priority is given to the standardized examination sites for personnel examinations and educational examinations.

Article 6 The outline of the professional qualification examination for journalists shall be announced to the public six months before the annual examination, so as to ensure that the candidates know the examination requirements in time and make full study and preparation for the exam.

　　1. Control the direction according to the road conditions and vehicle speed, disengage the high gear, and at the same time quickly blow a foot of empty oil, and change the high gear into the low gear. In this way, the engine will have great traction resistance to reduce the speed quickly. In addition, the handbrake should be used in combination with the low gear, but it should be noted that the handbrake should not be tightened or pulled too slowly. If it is pulled too tightly, it is easy to make the brake disc "locked", which is likely to damage the transmission parts and lose the braking ability; If it is pulled too slowly, the brake disc will be worn and ablated and lose its braking function.

If there is backsliding, the rear of the car should face the hillside or the safety side, and turn on the headlights and emergency lights to attract the attention of the front and rear vehicles.

When the downhill brake fails and the vehicle’s own mechanism cannot be used to control the speed, the driver should decisively use natural obstacles, such as rocks and trees on the roadside, to cause resistance to the car.
