1. What is the background of the Action Plan?
General Secretary of Supreme Leader attaches great importance to the development of safety emergency equipment. On May 12, 2023, General Secretary of the Supreme Leader delivered an important speech at the symposium on deepening the coordinated development of Beijing-Tianjin-Hebei, pointing out that "it is necessary to consolidate and expand the foundation of the real economy, and take the development of strategic emerging industries such as integrated circuits, network security, biomedicine, power equipment and safety emergency equipment as the top priority, and strive to build a world-class advanced manufacturing cluster".
The CPC Central Committee and the State Council made important arrangements for the development of safety emergency equipment. Report to the 20th CPC National Congress of the Party put forward that "safety first, prevention first" and "improving the ability of disaster prevention, mitigation and relief and handling of major public emergencies"; The "Tenth Five-Year Plan" of the National Emergency System proposes to "expand the safety emergency industry". Promoting high-quality industrial development and upgrading the modernization level of safety emergency equipment are of great significance to meet the growing demand for safety emergency and enhance people’s sense of acquisition, happiness and security.
Frequent disasters and accidents put forward higher requirements for safety emergency equipment. In 2021, the "July 20" torrential rain disaster in Zhengzhou, Henan Province, the 6.8 earthquake in Luding, Sichuan Province in 2022, the open-pit coal mine collapse in Alashan Zuoqi, Inner Mongolia in 2023, and the torrential rain disasters in Beijing and Hebei caused great losses to people’s lives and property, and also put forward higher requirements for developing advanced and applicable safety emergency equipment, improving the intrinsic safety level of high-risk industries and enhancing the emergency response capability.
The development of safety emergency equipment urgently needs to strengthen policy guidance. In recent years, China’s safety emergency equipment has developed rapidly, and a number of high-quality enterprises and advanced products have emerged, which have played an important role in the prevention of production safety accidents and the emergency treatment of various emergencies. However, there are still some problems such as weak technology of key equipment and asymmetric information on both sides of supply and demand, and it is urgent to strengthen policy guidance at the national level. Fully mobilize the enthusiasm of local governments, parks, enterprises, scientific research institutions and other parties, focus on key areas and products, strengthen core technology research, accelerate the popularization and application of advanced products, improve industrial layout, strengthen ecological construction, and take more effective measures to promote the high-quality development of safety emergency equipment.
Second, how to promote the realization of the main objectives of the Action Plan?
The Action Plan proposes that by 2025, the industrial scale of key areas of safety emergency equipment will exceed 1 trillion, more than 10 leading enterprises of safety emergency equipment with international competitiveness and more than 50 key backbone enterprises with core technological advantages will be formed, and about 50 national safety emergency industry demonstration bases (including founding units) will be cultivated, which will significantly enhance the support for disaster prevention, mitigation and relief and the handling of major public emergencies. It is planned to promote the realization of the above goals from two aspects: First, adhere to the application of traction and focus on promotion. Facing the needs of major natural disasters and production safety accidents, we will focus on the development of safety emergency equipment needed in 10 key scenarios with urgent needs, new technologies and wide market, strengthen research and development and application promotion, and promote large-scale and industrialized development. Through core technology research, promote some weak equipment technologies to achieve breakthroughs; By accelerating the development of industrial clusters, improve the overall efficiency and level of the industry; By supplementing the chain and extending the chain, we will constantly improve the industrial chain and improve industrial competitiveness and international influence; Strengthen the popularization and application by publishing the catalogue; Promote the development of large, medium and small enterprises through enterprise training.
3. Why does the Action Plan focus on 10 key areas?
First, safety emergency equipment involves many fields and has many application scenarios. The Action Plan focuses on the equipment needed for natural disasters and production safety accidents that have caused great losses in recent years, and concentrates on accelerating the development of equipment in key areas.
Second, the level of major equipment in related fields in China needs to be accelerated. At present, disasters and accidents are characterized by diversification and complexity, so it is necessary to continuously improve the modernization level of major equipment to meet the new and higher requirements of continuously improving the intrinsic safety level of high-risk industries and enhancing the emergency rescue capability in China.
Third, the development of large-scale safety emergency equipment needs the vigorous promotion of the state. The long development time, high cost and difficult market promotion of large-scale safety emergency equipment have led to insufficient motivation for industrialization of some scientific and technological achievements, and new technologies cannot be transformed into real products in time, so it is necessary to accelerate technical research and industrial application at the national level.
4. How to promote the implementation of the 10 major tasks of the Action Plan?
The Action Plan puts forward 10 tasks from three aspects: technological innovation, popularization and application, and ecological prosperity, such as tackling key problems in R&D, building a public service platform, publishing a promotion catalogue, publishing a recommended catalogue of household emergency products, promoting pilot demonstrations, strengthening publicity and promotion, improving the industrial chain, strengthening enterprise training, promoting cluster development, and improving the standard system. It is necessary to coordinate all forces such as politics and Industry-University-Research to form a joint force and promote implementation.
The first is to carry out research and development of key equipment. Facing the increasingly complex and diversified disaster risk characteristics, it is necessary to continuously develop new high-end equipment to tackle key problems. Focusing on the urgent need for technical equipment put forward in the Action Plan, the relevant departments at the national and provincial levels issued guidelines for tackling key problems with technical equipment, organized Industry-University-Research to declare with relevant units, and promoted key technical problems.

The fourth is to publish the recommended catalogue of family emergency products. At present, China’s family emergency products are still in the initial stage of development, and have not formed a well-known brand effect. Most of the manufacturers are small and micro enterprises, and consumers do not know the credit standing of the manufacturers, compliance with laws and regulations, product quality and so on. In this regard, we will select a number of enterprises in accordance with the principle of voluntary application of enterprises and the standard conditions, compile and publish the Catalogue of Enterprises with Standard Household Emergency Products (Recommended), and implement dynamic management to facilitate consumers to purchase applicable products.
The fifth is to carry out pilot demonstration of equipment. In order to increase the application and promotion of new and high-end equipment, relevant departments jointly promote the pilot demonstration of safety emergency equipment application, select technological achievements transformation projects with advanced technology, practical application, innovative model and demonstration, carry out pilot demonstration and promote industrial application.
The sixth is to strengthen publicity and promotion. In order to broaden the channels for the popularization and application of safety emergency equipment, the Ministry of Industry and Information Technology will continue to hold the China Safety Emergency Industry Conference jointly with relevant departments and provinces to continuously expand the industrial influence. Seventh, improve the industrial chain. Focusing on the key equipment proposed in the Action Plan, the industrial chain map will be drawn, the weak links of key core technologies and parts will be identified, leading enterprises will be promoted to be the chain owners of the industrial chain, and high-quality resources will be concentrated to make up for shortcomings and forge long boards, so as to promote the overall improvement of the industrial chain, innovation chain and supply chain.
Eight is to strengthen enterprise training. In order to cultivate and expand market players and promote the development of large, medium and small enterprises with safety emergency equipment, we will actively cultivate leading enterprises with safety emergency equipment. Cultivate individual champion enterprises of safety emergency equipment and "little giant" enterprises specializing in special innovation, and promote the development of enterprises with obvious characteristics and strong innovation ability. Establish a contact mechanism for key enterprises to support enterprises to undertake major tasks. At the same time, the quality management ability evaluation of enterprises will be carried out on a pilot basis to promote enterprises to climb to excellent quality.
Nine is to promote the development of enterprise clusters. At present, the development of safety emergency industry agglomeration has achieved initial results. Eight homes have been named as national safety emergency industry demonstration bases, and 18 homes have been named as the founding units of national safety emergency industry demonstration bases. The total output value of the base safety emergency industry has exceeded 500 billion yuan. In the next step, we will continue to promote the construction of national safety emergency industry demonstration base, intensify the construction of characteristic industrial clusters of small and medium-sized enterprises with safety emergency equipment, and promote the construction of advanced manufacturing clusters with safety emergency equipment.
The tenth is to improve the industrial standard system. Standard construction is an important guarantee to promote the development of safety emergency equipment. At present, there are many new types of safety emergency equipment, which have affected the high-quality development of equipment because of the imperfect standard construction. In this regard, we will promote the establishment of a technical organization for standardization of safety emergency equipment, study and formulate guidelines for the construction of safety emergency equipment standard system, and speed up the revision of standards in key areas.
V. How to ensure the smooth implementation of the Action Plan?
In order to fully accomplish the objectives and tasks of the Action Plan, the Action Plan puts forward five safeguard measures, mainly strengthening organizational leadership, strengthening policy support, promoting the integration of industry and production, accelerating personnel training, and strengthening training and enterprise services.
Strengthening organizational leadership is an important guarantee for promoting industrial development. Safety emergency equipment involves many departments and units, so it is very important to strengthen departmental cooperation and linkage between ministries and provinces. We will promote local governments to establish an overall promotion mechanism for industrial development, and encourage local governments to incorporate safety emergency equipment into the scope of policy support for strategic emerging industries according to local conditions.

At the level of national ministries and commissions, support for the development of safety emergency equipment will be increased, qualified safety emergency equipment will be included in the scope of insurance compensation for the first (set) of major technical equipment and key new materials, and a series of policies and measures such as government procurement demand standards will be studied and comprehensively applied to promote industrial development. Encourage local governments to issue supporting policies to support the development of safety emergency equipment.
Promoting the development of safety emergency equipment through production integration can effectively increase the proportion of direct financing, reduce the financing cost of enterprises, and help solve the problem of difficult financing for enterprises. We support enterprises to declare the special project of "financial integration of science and technology industry", give play to the role of national industrial integration as a platform, and also encourage social capital to invest in the establishment of a security emergency equipment industry development fund to expand financing channels.
Personnel training of safety emergency equipment is an important factor to promote the innovation and sustainable development of safety emergency equipment. The state supports colleges and universities to set up safety emergency-related majors, train professional and technical talents and management talents, support the integration of production and education, and train outstanding engineers in the field of safety emergency.
Strengthening training and enterprise service is a powerful guarantee to promote industrial development. We will promote third-party organizations such as trade associations and alliances to build public service platforms and strengthen corporate services. VI. How to accelerate the promotion and evaluation of the Action Plan?
