Meishan Intermediate People’s Court yesterday sentenced 22 people to prison in a major criminal case involving black gangs.
It has been rampant in Meishan for more than 10 years and committed more than 20 crimes … Jiang Xinzhi and other criminals were finally punished. Yesterday, the Intermediate People’s Court of Meishan City, Sichuan Province made a first-instance judgment on this major criminal case involving black gangs. Gang leader Jiang Xinzhi was convicted of seven crimes, including organizing and leading underworld organizations, intentional injury, affray and illegal mining. He was sentenced to life imprisonment, deprived of political rights for life and fined 200,000 yuan.
The remaining 21 people involved in the case were also sentenced one by one.
Join the "black boss" and pay his men "wages"
Since 1998, Jiang Xinzhi has gathered Wang Hongbing, Zhang Quan and others to collect money through illegal mining and forced credit. An underworld organization headed by Jiang Xinzhi, with Wang Hongbing, Zhang Quan and others as the backbone members, has gradually formed.
This group of criminals wantonly carried out criminal activities such as intentional injury, illegal mining, gathering people to fight, picking fights and illegally holding guns in Dongpo District of Meishan City, dominating one side, seriously affecting the safety of people’s lives and property and seriously undermining social and economic order.
The prosecution found out that since 1995, Jiang Xinzhi has gradually established a "reputation" in society through fighting. Later, when companies such as sand and gravel factories saw Zhang Quan, Wang Hongbing and Luo Tao coming to "follow", they arranged for them to divide their work and carry out illegal and criminal activities, and paid "wages", reimbursed accounts and gave gifts according to their respective performances.
Wang Hongbing said in his confession: He respectfully called Jiang Xinzhi "the third brother", and he was in charge of the gravel yard at ordinary times, and his people often had to "report their work" to him. Several other defendants also confessed to the criminal facts of participating in the underworld organization organized by Jiang Xinzhi.
Shoot in front of the police
The court found that over the past 10 years, 29 crimes and other crimes were committed by underworld organizations headed by Jiang Xinzhi, involving 10 charges.
In July 1998, Zhou Jianming reported to the police that Lu Zhusheng had shot Liu Guanjun, which caused Lu Zhusheng to be arrested by the police. Jiang Xinzhi was very angry when he learned that. After Chen Yong and others invited Jiang Xinzhi and Zhou Jianming to have dinner together to resolve conflicts. After dinner, Jiang Xinzhi had a quarrel with Zhou Jianming. Jiang called Zhang Quan to come immediately with a man and a gun, and Zhou Jianming called the police immediately. Zhang Quan came to the leisure center with a rifle and a powder gun, and handed the rifle to Jiang Xinzhi. Jiang Xinzhi openly threatened to kill Zhou Jianming in front of the police. The police immediately stopped, and Jiang ignored the police warning and shot at the gate of the leisure center.
In June, 1999, Hu Jianjun, Jiang Xinzhi and others met Chen Mou and others in Huanhu Road, Dongpo District, Meishan City. Hu Jianjun and Chen Mou had a dispute over the purchase of live pigs and tore each other up. Jiang Xinzhi sent his men to deal with Chen Mou. His men stabbed Chen Mou in the thigh with a dagger, which caused his left femoral artery and vein to rupture and died of hemorrhagic shock.
Since 2002, Jiang Xinzhi has arranged for Wang Hongbing to rent more than 80 mu of farmers’ land in the second and third groups of Sanjiang Village, Taihe Town, Dongpo District, Meishan City, in the name of Hongjian Sandstone Factory, without obtaining industrial and commercial business license, tax registration and mining license, resulting in more than 70 mu of ordinary farmland being unable to be re-cultivated. Appraised by the Sichuan Provincial Department of Land and Resources, during the period from March 2005 to December 2006, Jiang Xinzhi and others illegally mined in Sanjiang Village and other places, and the amount of damage to mineral resources after March 2006 alone was as high as 4 million yuan.

The criminal gang headed by Jiang Xinzhi is full of evil deeds, including eight people including Jiang Xinzhi, Wang Hongbing, Liang Aimin, Zhang Quan, Luo Tao, Wang Jiahong, Wang Zhengzhi and Zuo Yonghong. Meishan Intermediate People’s Court made a first-instance judgment on the case in accordance with the Criminal Law and relevant legal interpretation provisions. Jiang Xinzhi committed seven crimes, including organizing and leading underworld organizations, intentional injury, affray and illegal mining. The court decided to punish him for several crimes, sentenced him to life imprisonment, deprived of political rights for life, and fined him 200,000 yuan.
Liang Aimin was sentenced to 13 years’ imprisonment and 1 year’s deprivation of political rights for the crimes of participating in underworld organizations, intentional injury, provocation, illegal possession of guns and harboring. Wang Hongbing was sentenced to 11 years and 6 months in prison, deprived of political rights for 1 year, and fined 100,000 yuan for the crimes of participating in underworld organizations, intentional injury, provocation, illegal mining and traffic accident. Five people, including Wang Zhengzhi, Zuo Yonghong and Zhang Quan, were sentenced to fixed-term imprisonment ranging from 11 to 6 years according to law for committing crimes such as participating in underworld organizations and intentional injury.
At the same time, the court sentenced 14 other defendants in this case, including Liu Chuanjiang, Zhao Yongkui, Hou Chunlin, Zhou Gang and Liu Luxun, to fixed-term imprisonment or given corresponding criminal punishment according to law for committing crimes of intentional injury, picking quarrels and affray.
