Xinhuanet Beijing, December 28 (Reporter Cao Ying) The State Environmental Protection Inspector Office announced today that the Central Environmental Protection Inspector Group has completed the full coverage of inspectors in 31 provinces (autonomous regions and municipalities), accepting 135,000 complaints and reports from the masses and holding more than 18,000 people accountable.
Liu Changgen, deputy director of the State Environmental Protection Inspector’s Office, said that since the pilot project of Hebei environmental protection inspector was launched in 2015, it has been supervised in four batches in two years. A total of 29,000 cases were filed for punishment, 1,518 cases were filed for investigation, 1,527 people were detained, 18,448 party and government leading cadres were interviewed, and 18,199 people were held accountable.
The reporter combed the reports of provincial inspectors and found that in the past two years, with the full implementation of the inspection work, quite a few provinces have been named as "inaction, chaos", "talking more and doing less" and "saying one thing and doing another", and the central government has no mercy on the accountability of the problem departments, and typical cases have gradually surfaced. With the promotion of information disclosure and rectification, the warning and shock effects are constantly released, and the political position of environmental protection inspectors in various places is constantly improving. Some local leading cadres reported that "the inspector touched the soul, cleansed his mind and was deeply shocked".

Jilin:
Assessment accountability is a mere formality. Since 2014, the Jilin provincial government has failed to assess the air pollution prevention and control targets and the ambient air quality has deteriorated significantly, failing to impose penalties and accountability according to regulations;
Changbai Mountain International Ski Center built two golf courses and 93 villas without authorization in violation of national requirements, and operated illegally for a long time. Since the state held a clean-up and rectification of illegal golf courses in 2011, Jilin Province has not only failed to clean up and rectify as required, but has repeatedly reported to the relevant state departments that the project has stopped construction and dismantled related facilities;
Jilin Provincial Department of Industry and Information Technology was not strict in eliminating backward production capacity. Jilin Henglian Precision Casting Technology Co., Ltd., which did not meet the national standards, was reported as a pig iron enterprise for casting twice, and passed the national identification and review, resulting in the backward production capacity not being eliminated on schedule;
The Housing and Urban-Rural Development Department of Jilin Province falsely reported the figures on the rate of garbage harmless treatment to cover up the problem;
Jilin Provincial Department of Land and Resources has continued and approved 22 exploration rights and 8 mining rights in 13 nature reserves in violation of laws and regulations since 2013;
The management departments of Momoge, Dabusu, Chagan Lake, Xianghai and other national nature reserves illegally carry out tourism development in the protected areas;

Shandong:

The disorderly development of the chemical industry in the province is prominent, and a large number of projects are illegally built, and environmental pollution and risks are very prominent;
The Shandong Provincial Development and Reform Commission and the Economic and Information Commission failed to promote the work of reducing coal and pressing steel, and the total coal consumption in the province continued to rise in 2015 and 2016; "Atmosphere Ten" explicitly requires that new projects are prohibited from supporting the construction of self-owned coal-fired power stations, but in recent years, self-owned coal-fired power stations in Shandong Province have shown a blowout growth;
Shandong Provincial Department of Marine Fisheries has registered the use of the sea area for the wharf of Rongcheng Yandunjiao Aquatic Products Co., Ltd. located in Rongcheng Big Swan National Nature Reserve;

The Zhejiang Provincial Economic and Information Committee and the Energy Bureau shirked their responsibilities, resulting in the illegal addition of small coal-fired boilers with a capacity of less than 10 tons since 2014;
Unwilling to hit hard in solving "long-standing" environmental problems. Tonglu County, Hangzhou has illegally built 12 villas in Fuchunjiang first-class drinking water source protection zone, but many investigations have not been reported as required, nor have they been cleaned up and rectified;
The odor of Santianmen Solid Waste Disposal Center in Huzhou Economic and Technological Development Zone has been disturbing people for a long time. It was not until the inspection team came that it was discovered that 300 tons of sick pigs were illegally buried here.

The phenomenon of "commending while interviewing" frequently appears. Wanning City was interviewed in 2014 because it failed to complete the air improvement target, but it was rated as excellent in the assessment of ecological construction organized by the provincial government. In 2015, qionghai city failed the assessment of air pollution prevention and control, ranking first from the bottom in the province, but ranked first in the assessment of ecological construction;
The provincial government requires serious accountability for the problems found in the special clean-up of the coastal zone, but none of the 112 outstanding problems of ultra vires approval have been held accountable;

The reporter also noticed that more than 70% of each inspector’s report is devoted to problems, 20% to achievements, and about 10% to suggestions, which fully reflects the problem orientation. On the one hand, the inspector group pays attention to whether local governments still blindly pursue economic growth at the expense of the environment, on the other hand, it attaches great importance to the illegal decision-making, approval and development of local party committees and governments and relevant departments.
This round of environmental protection inspectors not only focus on solving the "open pollution" and "long-standing problems" that the masses can see, but also look for "dark holes" that ordinary people are not easy to find, and impose "thunderbolt measures" on violations of discipline and law.
On December 27th, the inspector group just gave feedback to Jilin Province, and the Jilin Provincial Commission for Discipline Inspection released a message that Shi Guoxiang, the former party secretary and director of the Provincial Environmental Protection Department and the former mayor of Siping City, was suspected of serious violation of discipline and was under organizational review.
Promoting rectification and accountability are the "wings of a bird" for environmental protection inspectors. The first round of inspectors directly promoted the solution of more than 80 thousand environmental problems around the masses, and nearly half of the outstanding environmental problems included in the rectification plan have been solved. In addition to the supervision and accountability, 387 files of accountability for ecological environmental damage have been handed over.
Liu Changgen believes that while promoting the change of environmental quality, environmental protection inspectors also provide a strong impetus for local governments to implement new development concepts, ignoring the obvious change of ecological and environmental protection conditions, and effectively curbing the phenomenon of blind decision-making regardless of the carrying capacity of resources and environment, which has been praised by the people, affirmed by the central government, supported by local governments, and solved problems. In 2018, the first round of inspectors will be started to "look back", and at the same time, special inspectors will be carried out to highlight environmental issues in due course.
