The human resources and social security departments (bureaus) and finance departments (bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps:

In order to thoroughly implement the spirit of the important instructions of the Supreme Leader General Secretary on coordinating the prevention and control of epidemic situation and economic and social development in COVID-19, and comprehensively strengthen the implementation of measures to stabilize employment, the Ministry of Human Resources and Social Security and the Ministry of Finance have combed and formed a list of existing employment subsidy policies that encourage enterprises (units) to absorb employment and support workers’ employment and entrepreneurship, and summarized online application platforms in various places. It is hereby promulgated and the relevant matters are notified as follows:

First, all localities should refer to the list of employment subsidy policies, further refine and improve the list of local policies on the basis of ensuring the implementation of the central policies and combining with local conditions, and clarify the subsidy targets, subsidy standards, application procedures, acceptance institutions, processing time limits and policy basis, and actively announce them to the public.

Two, where the online application for employment subsidy policies has been realized, it is necessary to effectively ensure the smooth online application channels, and gradually promote the online processing of all subsidies. It is necessary to increase publicity, widely publicize the online application platform through various channels such as active promotion, media publicity and handling services, and users, units and workers should understand and use the online application platform to promote online office to become the main channel for policy application.

Three, has not yet achieved online application area, to speed up the progress, pay close attention to establish and improve the handling information system, and strive to achieve online processing before the end of June this year. For those who still need on-site handling, it is necessary to promptly announce the accepting institution, contact information and address, vigorously promote telephone application, mail handling, agency service, etc., and implement various subsidy policies as far as possible to apply for it without meeting, and handle it at one time. It is necessary to effectively streamline materials, optimize processes, shorten processing time, and effectively improve the sense of acquisition and satisfaction of employers and workers.
