Emergency management should cover the whole life cycle of emergencies, so as to achieve "no urgent response" beforehand, "emergency response" during the event, and "response after the event".

　　Emergency response should not only be managed in the whole process, but also focus on the key points; Only by grasping the key points can we be targeted. The ancients said, "Prevention is the best, rescue is the second, and abstinence is the next."
